Hernando County Cut Its Tax Rate Below Rollback. What Does Your November Property Tax Bill Mean?
On September 22, 2026, Hernando County commissioners adopted a Fiscal Year 2027 budget of $926,953,660 and cut the county millage rate from 7.8275 to 7.7048 mills, putting the rate below the rollback rate of 7.7052, according to the county's official budget announcement. For Spring Hill, Brooksville, and Weeki Wachee homeowners, the practical next step is simpler: your 2026 property tax bill is about to arrive, collection starts November 1, and early payers can still earn a 4% discount if they pay in November.
Here's what changed at the county level, how that fits into the full bill (school and other taxing authorities still matter), and what buyers and sellers on the Nature Coast should do before Thanksgiving.
Did Hernando County lower its property tax rate for 2027?
Yes — on the county portion of the bill. The Board of County Commissioners unanimously approved the FY27 final budget on September 22 and reduced the total county millage by 0.1227 mills, from 7.8275 to 7.7048. The General Fund ad-valorem millage alone fell from 5.8891 to 5.7969. County Administrator Jeff Rogers framed the package as cost control while population growth continues.
At the September 16 tentative hearing covered by the Hernando Sun, commissioners also noted the total county budget drops 6.67%, from about $993.2 million to $926.95 million, and that the 7.7048 rate sits 0.01% under the rollback rate of 7.7052. Rollback is Florida's benchmark for the rate that would raise roughly the same tax dollars as last year on the same properties — so going below it is the county's signal that it is not taking the full growth in taxable value.
One caveat that matters for every Spring Hill and Brooksville mailbox: county millage is not the whole tax bill. School board, cities (where applicable), special districts, and non-ad valorem assessments still appear on the same notice.
When do Hernando County property tax bills arrive, and is there a discount?
Per the Hernando County Tax Collector's FAQs:
- Annual tax bills are mailed on the last weekday of October
- Collection begins November 1
- If you have not received a bill by November 15, request a duplicate or download one online
- 4% discount if payment is postmarked November 1–30
- Discounts step down through February; no discount in March, with taxes due by March 31
The Hernando County Property Appraiser's September 2026 newsletter also notes bills are available online beginning November 1, 2026. The TRIM notice you got in August was the preview; the November bill is the one you pay.
Will my tax bill go down just because the county cut millage?
Not automatically. Your bill multiplies taxable value (after exemptions) by each taxing authority's millage, then adds non-ad valorem assessments. Even with a lower county rate, your total can rise if:
- Your assessed or taxable value increased for 2026
- School or other millages moved differently than the county's
- You added improvements, lost an exemption, or changed homestead status
Homesteaded owners still benefit from Save Our Homes caps, but first-year purchases and non-homestead properties often feel value changes more sharply. Check the line items — do not assume "county cut the rate" equals "my check is smaller."
Florida voters will also weigh HJR 1F / Amendment 3 on the November 3, 2026 ballot, which would expand homestead relief on non-school taxes if it passes. County leaders flagged that possibility during budget talks as a future revenue risk. Whatever the vote, it does not rewrite the bill you are about to pay for tax year 2026 — plan this fall's payment from the notice in hand.
How should Nature Coast buyers and sellers use tax numbers right now?
Taxes are part of the monthly payment buyers underwrite and part of the ownership story sellers tell. With mortgage rates still elevated nationally, the escrow piece is not a footnote.
Pull the current tax history on any address you are serious about, and confirm whether the listing's "estimated taxes" reflect homestead or non-homestead status — insurance and taxes together often decide affordability on the Nature Coast.
What buyers should do
- Ask for last year's paid tax amount and this year's TRIM or forthcoming bill on every serious Spring Hill or Brooksville contender — do not rely on portal estimates alone.
- Model escrow with the non-homestead figure if you will not have homestead on day one; then recalculate after you file for homestead (deadline is typically March 1 for the following tax roll).
- Budget for the November–March discount calendar if you are closing near year-end and will receive a bill or prorations.
