Builders Are Cutting Prices as Mortgage Rates Top 7%: What It Means for Hernando County Buyers and Resale Sellers
Builders are discounting to win buyers: the median new-home price fell 5.8% from a year earlier to $393,700 in August, the Census Bureau reported on September 24, 2026. The same day, Freddie Mac said the average 30-year mortgage rate reached 7.03%. For Hernando County, that means more room to negotiate on new construction in Spring Hill and Brooksville, and more competition for anyone selling an existing home nearby.
Here's what the national numbers say, how they show up locally, and what buyers and resale sellers on the Nature Coast should do this fall.
Why are home builders cutting prices in fall 2026?
Buyers slowed down as rates rose. The National Association of Home Builders' confidence index fell three points to 32 in September, its lowest reading since September 2025. Its measure of buyer traffic sat at 23. (Any reading under 50 means more builders see conditions as poor than good.)
To keep homes selling, 38% of builders cut prices in September, up from 35% in August, and the average cut was 6% for the sixth month in a row. An even larger share, 66%, used incentives like rate buydowns or closing-cost help, the highest share since December.
It's working to a point. New-home sales rose 6.4% in August to a 684,000 annual pace, but that's still 2.0% below a year earlier, per the Census report.
What do 7% mortgage rates mean for Hernando County buyers?
Freddie Mac's weekly survey put the 30-year fixed at 7.03% and the 15-year at 6.42% for the week of September 24, 2026. A year ago, the 30-year was 6.30%. That's a higher monthly payment on the same home, so buyers need every negotiating advantage they can get.
Here at home, the market already favors patient buyers. Redfin's August 2026 data shows Hernando County's median sale price at $325,660 (down 0.86% year over year), with homes taking a median 76 days to sell, up from 56 a year earlier. Sales were 336 in August, up 2.5%. Buyers are still buying, but they're taking their time.
Is new construction a better deal than resale in Spring Hill right now?
It can be, especially on homes builders have already finished. Nationally, there were 483,000 new homes for sale at the end of August, an 8.5-month supply, and 112,000 of them were completed and ready to move into. A finished home costs a builder money every month it sits empty, so those homes usually come with the most room to negotiate.
But compare the whole deal, not just the headline:
- Price vs. incentive: A price cut lowers the loan amount permanently. A rate buydown mostly lowers the payment, and a temporary one goes back up after a year or two.
- Lender strings: Many builder incentives require their in-house lender. Get an outside quote so you can see what the incentive is really worth.
- Ongoing costs: In many Florida new communities, CDD assessments or HOA dues add to the monthly payment. Resale homes in older Spring Hill neighborhoods may not have them. Ask before you compare payments.

How can resale sellers compete with builder incentives in Hernando County?
If you're selling an existing home near new communities in Spring Hill, Brooksville, or Weeki Wachee, the builder down the road is part of your competition. You don't need to match a builder dollar for dollar. But buyers will compare your price, condition, and total monthly cost with theirs.
Resale homes have real advantages: established neighborhoods, mature trees, often bigger lots, and move-in dates that don't depend on a construction schedule. Point those out, price realistically against both resale comps and nearby new builds, and be ready to offer a credit toward the buyer's closing costs or rate if that's what closes the gap.
What should buyers do?
- Start with finished spec homes. Ask each builder which homes are completed and how long they've been listed. That's usually where the best terms are.
- Ask for a price cut and an incentive, then compare. NAHB says the average builder cut is 6%. Have your lender show both options side by side for the years you plan to keep the loan.
- Get an outside lender quote. It tells you whether the builder's "special rate" is actually a good deal.
- Don't skip the inspection on a new home. Hire your own inspector before closing, and again before the builder warranty runs out.
What should sellers do?
- Check the new-construction competition near you. Look at what nearby builders are offering on similar square footage, not just resale comps.
- Point out what builders can't offer. Mature landscaping, no construction noise, lot size, and possibly no CDD fee can make your home the better value.
- Plan a credit strategy before you list. Decide in advance whether you'll offer money toward closing costs or a buydown, so you're not scrambling when an offer comes in.
